Not necessarily. It could just mean that the people responsible for the earliest stages of production (such as scripting or storyboarding) have finished work on season 2 but the later stages (such as recording and animation) are still ongoing.
Still, it does probably mean that they've got a good chunk of season 2 finished, which will mean that breaks could be minimal when it finally start airing.
