羊 is the primary pictograms/hieroglyphics depicting the face of a long horned animal. I would say that given the natural biology in ancient central China, people most likely meant to describe goats as they were more domesticated with early human than rams that live in high mountain range or sheep that live in vast plains.
But if you ask me, I'd say it's cool to use the Latin equivalent: Bovidae
