The Maximals are the bad guys
Think about this
The Preds are living under a oppressive maximal regime.
They're clearly despised amongst most Maximals... especially Rattrap and Cheetor, who go to LENGTHS insulting them, they consider a Predacon to be a second class of citizen, something to be looked down upon. At the same time, Dinobot always gets so heavily on edge anytime they lord it over him. This is the Cybertronian version of our racism. At first, Primal and Rhinox may chastise the other two a bit, but as time goes on...
At the occurrence of the Beast Wars fiction, an unseen war has ended leaving the Maximals as victors. They keep the now minority Predacons under their thumb, give them powerless figureheads in government, and stamp out any revolt as it happens. This is seen when Megatrton and Magamatron are instantly criminals for pursuing a revival of the Predacons. Though their approach would likely be a bloody one, they see it as the only way to escape the Maximal rule.
The Tripredacus council sends Ravage to assassinate Megatron because he represents a revealing of their ultimate plans. Killing him would also drive any suspicions away from their members. This would enable Tarantulas to better finish his job aboard the Darksyde - to destroy the Ark. By doing so he strikes a blow against the descended Maximals, morally in particular, as well as removing the Giant ancient warriors as an element of the Maximal's arsenal.
Magmatron puts himself through infinite hoops in the Ascending to reach prehistoric Earth just so he can put more Preds on the map, as instructed by the council. Don't you think in an equal opportunity world you wouldn't have to go back in time and travel halfway across the universe to bring forth a new generation to your race?

What bugs ME is that, like, there's 4 some odd MILLION years between when Megatron crashes and then wakes up, during which time Shockwave was apparently sitting around with his laser-thumb up his robobutt, whereas there's only apparently hundreds of years between the end of the great war and the relative temporal time period of the Beast Wars.
Wah!?
Sorry for the unrelated rant. That just bugs me.

You make a great point there Nocturn,
but from a humans point of view, Predacons have to be the bad guy as they did try to wipe us out before we developed into what we are today.

Much as I love this line of thinking, it falls apart when you remember that the Predacons are for the most part violent individuals bent on ruling everyone.
The Maximals may keep the Preds under their thumb, but they do so for good reason. The Maximals attempt to learn about other races and explore, BUT they don't want to conquer them.

Awesome game.
I have a whole "Empire is good, rebellion is evil" theory based mostly on the colour of their lasers.
Of course Sith are bad and Jedi are good, again, based on lightsabre colour.

History is written by the victors. When the Maximals control all the media of course thats what they're gonna show everyone. Forgetting to mention of course how they would murder Preds who had already surrendered (this may or may not have happened but just a thought)
