If size is all that matters to you, you’re doing it wrong.
Seriously though, I don’t really care if he’s a shorty. I intermix everything in my collection, so it doesn’t matter if he’s not perfectly scaled. I think he looks awesome in both modes and the transformation seems like it’s going to be MP level. As long as the qc is decent I’m in. The only thing I’ve seen so far that they should be ashamed of is that Bumblebee and how it falls apart if you breath on it.
And while I have no idea who makes these kinds of decisions, it is worth noting that Takara’s stamp is on the box. Above Hasbro’s.

I admit it's a great toy, will have not problem if it's declared Voyager or Ultimate class. But I"m not happy Hasbro brand it into "leader" class so can charge leader class price on it.

But alt mode is as big as a Leader. It's because it compresses a lot to achieve the robot mode. And as shown in my pictures, it's still bigger than a Voyager.

This is supposed to be part the new Studio Series line, isn't it? Aren't the deluxes a bit smaller too compared to the traditional deluxe scale? The line is what it is: an opportunity to redefine or introduce a new scale. Part of the reality of business is that not everything is going to be done for fan service. Take it or leave it, but ultimately the fans and buyers won't get a say on how big a toy should be, so speak with your wallet.

I would not complain about the size of it being too small as a leader class figure, since Hasbro is taking scale into serious consideration in this new Studio Series line, as least they justified their behavior to some extent. We do get some larger leader (Grimlock) and deluxe (Ratchet). I would, however, complain when the overall figures started to shrink from Movie 3 or 4? I was not into TF yet at that time point so I am all good.

This.
Complaints about size and plastic quality are moot. Hasbro's gonna do what they do, buy it or don't. Comparisons of "material quality" will usually be favorable to the older toy. G1 toys with their diecast parts, etc. Engineering is another thing altogether.
Blackout looks fine.
