They really are all comparable, and many times, the "best" combiner is based on situation.
In general, here's what I would figure:
If I was an Autobot going into battle with my choice of combiner to help me, I'd likely go with Computron. He can assess situations and enemies, and determine the best course of action. Also, the individual bots would be helpful for all environments: Air & space flight, ground speed, and even Nosecone would be a great asset for drilling tunnels and holes.
If I was an Autobot going into battle, the Decepticon combiner I would lest prefer to battle against is Devastator. I find the Constructicons to be the most intelligent and cohesive as a team. The Stunticons are pretty good too, but I'd give a slight edge to the Constructicons for their intelligence.
On the flip side, if I was a Decepticon going into battle, I might be more inclined to bring the Combaticons with me, for similar reasons as the Technobots -- diversity of individual alt-modes and related abilities.
And, as a Decepticon, the Autobot combiner I would least prefer to battle against would be Computron. The individual alt-modes of the Technobots just seem so much more powerful than the Earth-style vehicles which comprise the Aerialbots and Protectobots.

Does this guy count? Technically these guys are in g1.
Reason: Strongest guy is basically Optimus. Have him combine with others and he'll be even more powerful.

No, doesn't count. If you said Optimus, Mirage, Jazz, Sideswipe, and Windcharger who actually pretended to combine in G1 Cartoon then yes.

Good thread. I would LIKE to say Devastator, but I think as the series ran on and time passed he lost prominence to Predaking. Plus, wasn't Predaking a bit bigger than the other combiners or is that just me?

Bruticus is my choice since it's hinted at towards the end of sunbow cartoon season 2 that his introduction into the war gave the Decepticons the edge they needed to fully take control of Cybertron; except for the moons.
Megatron misleads Optimus into believing that Bruticus would be decommissioned when in fact he uses the combaticons on the remaining Autobot forces on Cybertron; ie. presumably the fembots, Magnus, and the other season 3 autobots (hence why they abandon Cybertron and relocate to Earth).
Essentially, Bruticus helps push the tide and allows the Decepticons to win the war on Cybertron, but not necessarily Earth.
Pretty much sets up the stage for the '86 animated movie IMO.
This is my interpretation based on what I recall from the interviews with the cartoon head writer that were showcased on Rhino DVD boxset extras.

Devy all the way. But I always wondered, why the Autobots couldn't have their own Combiner to counter Devastator, instead of getting their own near the end of Season 2. The Decepticons had Devastator, Menasor and Bruticus whereas the Autobots only had Superion and Defensor

They didn't need a combiner at the time since they had the Dinobots.

Bruticus would be a close second hard to knock down with those armoured shins!!
