They would never admit to it and I doubt very highly they would ever feel shame for it. We have all seen this many times, across many provinces through so many stores. It has happened and always will across many toylines. Hot Wheels has been far the worst in my past retail experience. One person in particular used to swap out Dollarama cars in the packs all the time and think he got to about 200 before we finally caught him.
