Yeah, I see what the issue was. My order subtotal was $146.96. The discount brought the total down to $124.92. 7 cents below the threshold. Do have any items for 7 cents?

So the free shipping trigger is reading the subtotal AFTER the discount, it just doesn't add a new line showing the new subtotal after the discount. It also doesn't change the original subtotal, because that would be even more confusing because the rest of the numbers then wouldn't make sense.
