You could be right, I don't know. I think the real thing is Gamestop, being a "specialty retailer" gets solid cases of toys, unlike general retail mixed cases. Arcee came in first and the others later. IT's been like that with a variety of figures for me, they all come at different times. I recall my SS86 Hot Rod P/O came in an official Hasbro shipping box labeled "Hot Rod x 3" I recall.

Dragstrip is now listed as July 30th on the website. Skids, Kickback and Laser Optimus have all been pushed back to August 30th.

They're generally good with pre-orders but they have often taken longer than others for whatever reason.
