It's weird isn't it? It seems to be an odd TF figure to have in the background of a modern tv show.

I know there is a vague TF/Doctor Who crossover in the UK comics featuring Death's Head.
And it was Death's Head who, also in the UK comics, that was contracted by Rodimus Prime to find and kill Galvatron.

More then likely the script writer or the director of the show is a tf fan and threw it in for a laugh much like(JOKE ALERT)the gag with the little boy.

I was trying to see if anyone else saw that! Glad I'm not the only one, since I was beginning to believe that robot was not Galvatron...but just another robot.

She was fiddling with Galvatron while saying, "I'm the boss...I'm the boss..." and I found it kinda ironic.

Does this mean that the Doctor might run into a Cybertronian? (I hope so).
