It's my understanding that the final sale is only on "collectibles" type stuff. Transformers are out in the aisles with other regular toys, but at least in my TRU there's a small wall/set of island shelves next to the video games section that would seem likely to be deemed collectibles and is filled with marvel, anime and specialty figures and statues (they had some stuff like NECA TMNT and whatnot too). That said none of the stuff on those shelves had any sort of final sale notice posted the way they do for Magic/Pokemon/Yu-Gi-Oh cards.
I had to do an exchange on my Buzzworthy Silverstreak the other day and there were no issues with that at all, with the Customer Service person even asking me if I was looking for a return or an exchange and whether the exchange was for the same thing or something different. So both on principle and in practice Transformers seem to be OK at the moment.
