Its funny you mention that as one plausible theory is that wile Megatron is probably dead for good his old body could be possessed early on in the movie by the Fallen which is what we could be seeing now.
Who knows though, ultimately at this stage due to the lockdown on any of TF2's story and characters thus far but still something to throw out there. On the other hand these could also be just straight repaints and everyone is just reading to much into them.

I think the title means the Decepticons (or Megatron) will make a big come-back, not the character "The Fallen".
I'm not going to get another one whether it has icy bits of flaming bits  New mold please, Hasbro.

Dont count on it, I think the Fallen character was confirmed to be the character as we know it and does not refer to the Decepticons or a resurrected Megatron. I'm also pretty sure Megatron is dead not to return for TF2 as well though there is a rumor that he might come back as a tank or something though to be honest I'm skeptical there.
