From my understanding, it's Hasbro's fault. Every store chain gets a certain allotment of product, and if one of the bigger chains (i.e. Walmart or Target) need more, Hasbro just pulls some of Gamestop's and says "we'll get you on the next round." Like every thing, it comes down to money; who's gonna pay the most or more.
