A Price Cut, is a temporary price change. They generally lasting for one advertised week or longer. They can also be considered a NON-AD Download. Which are price changes that can again last one week or longer. But Non ad's are just that, there not advertised.
Example, lets say OP Voyager Class figure was 59.99 and its been Price Cut to 39.99. Its now been excluded from the sale. That way you can't just go and buy two and get one for 39.99 and 19.99 respectivly. Its there way of making sure items don't get double discounted.
But on the other side it does not state "excludes Clearnced Items", which are yellow ticketed items. So some people might be lucky enought to snag some rotf or animated depending on the store.
